I tried with beta but it was not working. some errors are there. now i am using build 12.XX .
I think this live writer is easy that the web editor . I didn't try with other blogging services. Lot of plugging are available for the live writer.

Here is the key steps to start a blog.
1, Find a blogging provider like blogspot.com wordpress.com etc. and signup
2, find a suitable name related to your post like ITFAQS.blogspot.com
3, Selecta a template for your blog
4, Change the layout as you like. But it must be easy to read.
5, Visit others blog related to your topics and leave a commend
6, Send your blog link to friends
7, submit your blog link to search engines
8, Join to social bookmarking sites like dig.com, reddit.com
9, get widgets from sites like blogrush.com and install it in you blog
10, sign up in google.com/analytics to know about the hits you are getting
